      Description of work : Involved in Business Development Studies, Infrastructure planning and financial viability studies of different proposals for construction of multistoried commercial / residential buildings including scrutiny of Tender papers, construction, specifications coordination with reference to exercising ISO quality control norms etc. Development of Tourism projects in areas 100 - 300 Acres with hotels, cottages, amusement parks, shops and stalls, Community Halls and Centers including preparation of necessary landscaping concepts.

 

Associated with Municipal Corporation of Delhi as member in the committee of experts to streamline and monitor the preparation of Re-development plans for Special Area as per Master Plan for Delhi -

1. Overall responsibility for planning, design, award of contracts and
    construction and maintenance of buildings and roads of the
   Municipal Corporation Of Delhi including review of progress of works.

 

2. Appointment of Arbitrators for settlement of claims etc and acting
    as Arbitrator in a number cases of contractual disputes between
    contractors and the Municipal Corporation of Delhi in the contracts
    of Roads and Buildings and giving awards in these cases.

 

3. Preparation of Plan documents under different sectors for obtaining
   Plan grants and loans from Govt. of India through Planning

   Commission.

 

4. Overall responsibility for maintenance of about 30,000 km length of
    roads (in terms of single lane width) under the jurisdiction of MCD

 

5. Policy formulations for construction of buildings by the private as
   well as other bodies with reference to building bye-laws,
   sanctioning of building plans in foe certain categories of buildings,
   Scrutiny of ayouts of residential / commercial complexes.

6. Special Achievements as Engineer - in - Chief :
 

-Introduction of the concept of Earthquake designing of structures in
  MCD.
-Introduction of use of Modified Crumb Rubber Bitumen in bituminous
  mixes for surfacing of MCD roads.
-Use of ready-mixed concrete in MCD works introduced.
-Introduced the use of modern road making machines like
  Computerized Hot Mix Plants, Vibratory Road rollers, Sensor pavers,
  in MCD.
-Third party quality checking by outside expert institutes, for MCD
  works got started.

-Policy formulations for the quickest possible restoration of road cuts
  by the utilities or service providers, by virtue of which the utilities /
  service providers may also restore the roads subject to certain
  conditions.

      Description of duties : 1. Overall responsibility for Solid Waste disposal of the city of Delhi

    monsoon, upkeep of municipal auto workshops with Trucks,
    loaders, bulldozers, maintenance of compost plants and sanitary
    land fill sites.
2. Special Achievements as Director Conservancy cum sanitation :
-Formulated for the first time the municipal policy for House to House
  garbage removal system.
-Introduced the policy of solid waste disposal arrangement with the
  help of NEERI, Nagpur.
-Could successfully involve the NGOs and RWAs in maintaining
  cleanliness within the colonies.
-Introduced the scheme of segregation of garbage In differently
  colored bags

      Description of duties : Responsible for planning, estimating, and monitoring the works of construction and supervision of Road and Building Projects as per standards and specifications. Also carried out structural design of multistoried framed structure strong enough to resist the specified seismic forces as applicable for Delhi. Experience also includes drafting of tender documents and working out the reasonability of the quoted offers with reference to the prevailing market rates. As a built-in part of responsibilities the experience included preparation of survey maps of the roads and to determine the extent of compensation to be paid for land acquisition. Experience also includes preparation of various monthly, quarterly and annual reports, both financial and physical, and preparation of Plan documents for the purpose of obtaining Plan grant from Govt. of India through Planning Commission.

      Summary of the CV :

Dipak Mukhopadhyay has more than 44 years of professional experience in Civil Engineering works( Buildings, Roads, Drains, Hydroelectric Power Houses, Sanitation and environmental engineering) in various capacities and more than Ten years experience in deciding arbitration cases in contractual disputes. He received his degree in Civil Engineering with Honors from Indian Institute of Technology, Kharagpur in 1964. He was associated with planning of Buildings, Roads and Drains and also worked in project works of construction and maintenance of Air force Airports, and residential quarters including Roads and Drains and construction of Overhead Water Reservoirs. He was associated with the construction of 65 megawatt hydroelectric power house of Subernrekha Hydroelectric Project of Bihar State Electricity Board. He appeared in Union Public Service Commission interview in the year 1973 for selection as Assistant Engineer ( Civil ) in Municipal Corporation of Delhi ( hereinafter called as "MCD"), and stood first and topped the merit list. He was in planning department for a period of 12 years in MCD as Assistant Engineer and Executive Engineer and was associated with preparation of estimates, tenders, structural designs and drawings, scrutiny of tenders, and preparation of financial papers required for obtaining funds from the Government. In 1987 he was posted as Director of Horticulture department having more than 10,000 parks and gardens and road side as well as nalla plantations. From 1989 to 2000 he worked as Superintending Engineer and Chief Engineer in MCD and was associated with the development and maintenance of Civil Works of MCD like Delhi City Roads of width varying from 12ft to 250 ft single or multiple carriageway, village roads, CC paths, Brick Pavements, Foot paths, Drains, Buildings like community Halls, Hospitals, Dispensaries, Schools, Offices, Parks, Gardens, Fountains etc. In August 2000 he was promoted to the post of Engineer-in-Chief of MCD, which is the post of the Head of the Engineering Department of MCD in the technical side. He streamlined the procedures of procurement of steel and cement by contractors from manufacturers, started principle based payment to contractors, use of Ready mixed concrete and crumb rubber modified bitumen in works of MCD. He has made awards in about fifteen cases of contractual disputes between Municipal Corporation of Delhi and the contractors during his service as Chief Engineer and Engineer-in-Chief in MCD.

After retirement from MCD on 30.9.2003, Shri Mukhopadhyay was also appointed as Arbitrator by the Hon'ble High Court of Delhi for deciding a case of Contractual dispute and the award for the same has already been declared by him. He has also worked as Senior Highway Engineer and was associated with the feasibility study and preparation of Detailed Project Report for different highways including National Highways. He is also working as a Consultant on retainership basis with a number of Civil Engineering Consultancy firms and developers cum builders.
